Decision Councils perform collective examination. They do not make a collective decision.

A Council is not coaching, consulting, therapy, voting, consensus, or an advisory board. Members contribute questions, experience, perspectives, and challenge. The Decision Owner evaluates every contribution independently and remains responsible for the choice and its consequences.

Privacy is not the product. It is one of the conditions that makes better examination possible. Participation is bounded by confidentiality, recording, facilitation, and incident-response standards.
